Yeah that cool effect is because of the shutter speed. Check this out: YouTube - Camera shutter speed synchronized with helicopter blade frequency

Great looking wheels. Its the frame rate, though, that does that I think.

And, to our eyes, dependent upon light source, light angle, speed of rotation, etc...and, you nailed it.
