Coolant and PSF tanks tilted

While changing my PSF this evening, I noticed that the large, metal bracket/support that holds the power steering and coolant tank is tilted, thus tilting the tanks. Is this normal? It tilts towards the rear of the car.....

2005 4.8is.... 34k miles!

Mine sit pretty flat. That frame has a " foot " that rests in a socket near the shock tower - perhaps someone installed wrong ?

I guess.... I tried tightening the two bolts by the headlight and it didn't do anything. I can prop the foot of the bracket on it's socket and it becomes a little more leveled.... but the foot ordinarily sits loosely in the socket....
