Please Help AC issues

I have a 2001 4.4 Liter X5... I noticed that my AC doesn't provide as cold as air as it used to.. I thought I had low freon, however, after the shop ran a test, Freon is not the issue, it appears that the AC condensor fan is not kicking on, they stated that the fan is getting power, however, the fan is not working.

They quoted me $900 for the fan and labor, that seems too extensive for a electric fan, anyone know what the cost should be. Also, is there a possiblity the relay switch can also cause the fan not to come on?

Is the fan easily replaceable, or do you have to dismount the radiator and other things..
