It belongs to some Russian guy.

The car has HARTGE badges all over but that bodykit and those fins ,grills have nothing to do with Hartge!It seems the guy had them custom made!

Just had another look at that front bumper and it is indeed a HARTGE front bumper but the guy goes and spoils it by fitting those vertical grills...................
