Max Setting Cold Air turn ON and OFF

I just replace a New Blower Regulator (Resistor) Final Stage 1997-2006 BMW 3 /5 E46 E39 64116929486. The new part seems different from the original one. The pins are much shorter and smaller. After plug in the fan resume at faster speed and more air come out compare to old part. But now I have another problem, the air suddenly cut off and a minute later it starts again when my display setting was set at MAX. Anyone knows what is going on? What causes the fan to turn on and off by itself when display still shows MAX settings?
