Yes, thy should be connected. Have you tried using a pipe cleaner?

I swear, I have jammed wire in there for a half hour straight, and it feels like I am hitting a metal wall where it goes into the dipstick tube. I even put weedwacker line in my drill and plunged in there like a snake, and it feels like there is no connection of diameters. Are you sure these are connected??

OK that elbow vents into a peripheral vent at the bottom of the tube. Mine was jammed solid, took 4 hours to loosen and remove all the gunk jammed in there.

You got it right. It doesn't straight into the tube, but the outer layer of the tube. It becomes double walled from the elbow down. I was gonna suggest trying blowing compressed air in there if it didn't clear up with parts cleaner.

Yeah I tried that but it was so clogged it didn't do anything. I ended up scraping it out morsel by morsel with a hacksaw blade. After about 3 hours of this, I blasted air again and it finally blew through and splooged black goop all over the front of the X5, my new 19" wheels, and the garage wall. I was so excited about breaking through that I didn't even get pissed about it. I then capped the end and filled it with carb cleaner and let it sit overnight and did it again.

The only time I saw one clogged like that at the dealer I ended up soaking it in parts washer solvent over night to get it cleared. (was doing a big job, didn't finish till the next day anyways)

WEASEL - Now I really need your help. I replaced my belts, plugs, CCV (winter version) and all 4 insulated hoses, air intake boot, oil and filter change, and cleaned out the ICV. Starts and runs great. I turn the car off, and about 5 seconds after the car is off, it "belches" a short quick woosh of air out of the air intake, right through the filter. Sounds like an old mans dying breath. What the hell is this??? Before there were gaping gashes in the air intake boot and CCV to crankcase hose.
Any help would be GREATLY appreciated. Im not driving it until this is figured out at risk of damaging something. I have a baby boy arriving any day now and i would really rather not take my new baby home in the 328iC!

That is normal, it's the crankcase vent system being fully operational again.
