It's an anchor point for a coat/wardrobe bar which goes parallel to the back seat.

There is a cargo net accessory that hooks in there. I can't remember what it's called exactly. The net hangs off the anchors and prevents stuff (and pets) from flying into the passenger compartment.

Yup, for the pet barrier net. I used to have one. German engineering at it's finest It can be mounted just behind the front seats, or just behind the rear seats.
