First thing I would do is to take the 4 screws off and remove the bar that goes across the back that holds the license plate lights. Once it's off take a look at the wiring connections. Moisture can get in there and they are known to get corroded and may need to be overhauled.

Hey, you're the guy that broke off his tow hook while being extracted from a mud pit, right? If so, I would check for any pinched wiring or unplugged connectors related to the towing.
