I suspect the diaphragm part of the ccv is / was leaking at some point by the state of those plugs .
I would be checking the new plugs after a few thousand miles to see if they burn clean .
could be those old plugs are tired and worn .
and the wet plug , is it fuel or oil . if oil in plug well , the valve cover gasket is leaking .
I think the sensor is the usual culprit for a non starter , sometimes cam position sensors cause intermittent issues .

Ok I checked the relays and they appear and have no burnt smell, but here are the cam sensors
