You don't have to replace the controller if you have no codes indicating a failed glow plug but many time codes that indicate failed glow plugs are in fact a failed controller. The wiring inside the controller fails...
I had four failed glow plugs but when I checked them, all six were OK - worn out though. So I replaced all six glow plugs and the controller.
BTW, glow plugs help with correct engine running - not just at start up.
Only diagnostic systems designed specifically for BMWs will read the glow plug error codes properly.
