is it normal to be oil around spark plugs ?

i was going to check how my spark plugs look,to see if i should change them,as i never did from the day i purchased the x5,about 25k ago,and when i took the lastic cover out there where some oil inside,and on the first spark plug on the driver side it was all most under oil,

is this normal or i have a leak on the valve cover gasket maybe?

can this oil go in top of my cylinder? and make my x5 run little worse ?
