rear toe eccentric bolts frozen

I went to get the X aligned after installing new rear control arms. I was told that the rear toe eccentric bolts frozen. I was wondering which where the toe eccentric bolts.
Is it 7 in the image? Also 18 is an eccentric bolt. 18 appears to adjust camber tho? 18 is the rear most inner bolt on the A arm?

Yes, 7 and 18 are eccentric bolts. I'm surprised they gave up on separating them.

They both are, but is 7 the only one needed to adjust toe?

Yeah, Why didn't they use a torch or a circular blade to cut them and drive them out with a punch?

They don't sell any suspension parts. They are just a tire shop. Town Fair Tire.

Without any effort I was able to move toe by loosing #7. I just want to make sure that #18 doesn't have to be touched to adjust toe.

I adjusted 18 just to see what it would do and it only effected camber. 7 is the only bolt needed to adjust toe.
