Help Please ... Fuel Filter Location on 4.6

Hey forum. I am doing my 4.6 inspection II and got down to the last point - my fuel filter. I see the 4.4 and that .pdf, but is it possible that I am missing a step? There is this piece of molding that has plastic rivets? I can't seem to pry them off. Does any one have the TIS or .pdf? I would appreciate it!

There is a DIY on this site on how to remove the plastic cover.

The instructions are quite complete. It is straight forward except for the one bolt that is hidden by the rear wheel well liner and the one (or two?) that is way up above the rear subframe. Good luck.

I see this one, (and I am sure it is me), I have removed all bolts, but this guard seems to go under the plastic part near drivers and rear door and what is holding this in are rivets of some sort? Perhaps the middle side on the drivers side is not where I should be? Is it in the rear?
