Could there be cables that are switched? |

Connector line isn't very long so is a pain to hook everything up while maneuvering the bumper cover, so first check would be if they didn't get them all plugged in. Not likely both just failed, but i didn't get a good idea from your post if replacement was from damage that may have affected this.

The damage was from the trash man hitting my fender. The bumper got a big scratch and so they replaced it. That was on the far right though so I know the sensors were not damaged.
Can I check the connector line without removing the bumper? |

Maybe............
May be limited to removing the plastic splash pan and peeking. May be possible to see if a connector is dangling. Pulling the bumper cover isn't difficult, but you want assistants so you don't ding it up. You have to hold it almost in position whilst hooking everything up. I'd guess the mechanic puttin' that part back on realized he didn't have enough hands to hold, maneuver, and plug stuff in. Or maybe it was gettin' near his chowder time. |

No, you will have to take bumper off. I just fixed my front middle right. My wires actually ripped. Friend re-soldered it, then epoxied. All good now. Search "bumper" by twinspoppa. Excellent how to on bumper removal. I put a big box under my bumper while working on it. The pdc wire harness can be unplugged from body on pass side, the headlight washers plumbing is where the problem lies.
