Anyone familiar with recall campaign #08E-A01

Hi all,
I'm wondering if anyone can tell me what this recall is all about and if I should get it done or not. My X is an '04 and has not had this done yet. I know on my Corvette that there are some recalls we stay away from, as they are not necessarily the smart way to fix things(Column Lock issue and reprog the pcm fuel cutoff speed, for example) and I'm wondering what this recall is all about. It says it's for emissions standards to get updated, but does it affect performance negatively, etc., etc??? Any help or insight would be appreciated from knowledgable individuals. Thanks
