I'm not sure if there is a specific connection for the the 'motors' in the housing or not....but as always, check the connections.
If you have time, I think (again, I think) you can swap the units to see if it's a wiring or housing issue. Obviously you have to pull the housing/lamps out....and hope the harnesses are long enough. Finally, I think the dealer can control the functions of the lamps/motors with their devices.....it might cost you $100...but would be the fastest way to figure it out. After writing this, I'd go with option 3 after doing a quick inspection of the connections.

do you own any diagnostic tools, like an OBD cable, GT1, or INPA software? the flashing green light is on the light switch, right?

I don't have a diagnostic tool for BMW but it wouldn't be a bad idea for me to get one. Where is a good source for the cable and program?

Just for the record...the green light next to the light switch...when "flashing" means that adaptive headlamp control has registered a fault, right? Does it also "flash" if the leveling sensor goes on the fritz, too?

Blinking indicates a fault with the adaptive headlight. It should be constant green when it's on.
