should i be able to ..... when car is off
and also should i still be able to turn on the radio/ screen ie to watch tv with no key in?

Climate control works with car not running only when engine is at operating temperature.This function is intended to replace idling during short stops and provide needed heating during colder months.
If your radio is working with out a key,then it's directly wired,I think. Quote:
