Can you cut the shaft of a shock?

I am replacing rear shock. First one came apart very easy. Second one - the shaft is rusted in the mount. When I wack it or try to twist it out - the rubber flexes. I want to reuse the mount, but if I can't then at least reuse the bumper and dust cover because I was told the plastic ring that locks the dust cover needs to be special
Ordered. So I thought I would just saz-all the shaft, but my fear is that it's hardened and would just burn up the blades. Anyone ever tried?
I put it back on the car and driving one new and one old until the weekend.

Which plastic ring are you referring to? ECS has all the necessary hardware available, and isn't more than a few days away.

on the shock #1, that "hat" at the shaft start. My New Sachs shocks did not come with that plastic part.
But I want to know if I will be able to cut the shaft.....

did you try heatting it up ? heat works miracles.

I am afraid heat would melt the rubber bushing.............
Tried letting it soak with penetrating oil overnight, also tried a puller - but again it pulled and flexed the rubber. IF I could cut the shaft I could pound on the inner metal rather than the outer rubber.
