You're talking about the ball joint? It's designed to move, but should be firm.

When its new the joint is going to be tight as can be. They don't call em HD for no reason.

Yes they are pretty firm, what kind of tool should I use to hold it in place while I tighten the bolt?

most have a 5 or 6mm allen / hex key hole in them. Hold it in place with that while you spin a wrench around the nut until its tight!
