Cigerette lighter plugs always powered?

Hey all,
first post here.
Just got myself a 2006 X5 4.4i with Navi and DSP.
Hate the stereo, wow, it's awful sounding. Ordered an AUX-in kit from ECS so I can at least plug in my ipod to the stereo. (i'm so surprised how bad the quality of the sound is, but we will save that discussion for now)
Anyways, when I am going to install the Aux-in kit, I am also wanting to wire up my dash cam. The dash cam I have has a cigarette plug in for power, I was planning on using the plug located beneath the glove compartment in the passenger foot well as I don't see myself using it for anything else. Is this plug constantly powered? I don't want to wire the camera on full time as it will kill my battery. I want the camera to have power when the car has power/running. If this cigarette plug won't function like that, what is the second best option to get this running correctly?

While I'm here. I've done a bit of searching, but is there an easy to install navi/bluetooth/gps system to replace my OEM stereo that works with DSP and steering wheel controls? I am pretty handy with wiring etc but don't want to go too crazy. I really miss bluetooth streaming/bluetooth phone calls and navi would be great to use as well instead of using my phone for that.
