Have you went into the X5 and counted them yet?
Depending on the options that may be equipped some may have more bulbs than others. For example the rear footwell lights were not equipped on all models.

Don't have the X at the moment as it's in the body shop. Looking at some kits on eBay and some kits have more bulbs then others. My X is a base model with no fancy options.

Ditto...then you can also verify the QTY column in the part database. I'm on my tablet running IOS 8 so I cant copy the diagram's URL...so I just posted a direct link to the lighting diagrams for a 2002 X5 3.0:
