I have the same question. I found the dip stick but gave it a tug and a twist but it did not move with reasonable force.
On my TDI, I used a vacuum pump to change the oil, sucking it out through the dip stick.

Only thing I can think of is that it's never been removed and the rubber o-rings have fused to the tube. There's nothing about it's design that could get physically stuck.

Not sure what car you're referring to but a 2008 E70 4.8 that he's asking about sure as hell does.
