2011 X5 Non-Auto liftgate not closing

Hi guys, so I ran into a random issue. I have a non-auto lift gate on the 2011 e70 and all of a sudden, it won't close. The very first latch keeps the liftgate closed and locked but the second latch which pulls the gate in, isn't doing anything. What could be causing this issue, and any idea on how to fix it? The car indicates the trunk is open but it won't start the secondary latch.

I'll post a link to the video as soon as it's done processing, and sorry if this is a repeat of a thread from the past but every thread I could find regarding this issue didn't really seem like the issue i'm having. Most of them just seemed to be about auto lift gates not opening/closing correctly.
