No high beam flap noise when turning on

Hello, I have an X5 E70 (2009), and the high beam stopped working on the passenger side. I read that the high beam is enabled by actuating a solenoid which moves some sort of "flap", and I can actually hear it on the driver side. On the passenger side, I hear nothing.

How would you go about troubleshooting this? Thanks a mil!!

The solenoid controlled shutter is part of the projector housing. If it is getting voltage and not operating then the easy but not so cheap fix is a new/used headlight unit. The no so quick involves opening the headlight to repair replace the projector. Hope you have a Dremel or an angle grinder for that one. Check out the article for a the plug pin out to check for voltage.
