In 2004 the 4.4 got improved technology for better fuel consumption, but with the same hp. The 3.0 did not change.

You are reading too much into it. There are not set dates for model cycles, we can only look back at what has happened previously. If you look at the E90 and E60 history, engines were upgraded two years after the models debuted. If the new engines had been ready, it could have been one year. It is a case of how much engineering/design resource BMW has, what they can sell the most of, and so on. I would expect the turbo I6 in the E70 within two years, but there are no guarantees. It can also vary by market, as there are different certification programs in each country they sell this model. I would expect improved diesels, and a sports model (likely twin turbo V8) within the same two year time frame.

Why small E90 have new n54 engie with 300hp,but big and more luxurios E70 dont , and what about "changing rules" that BMW slogan for E70?

You are mixing up the realities of manufacturing planning/scheduling, and supply chain management, with marketing slogans.
