Its because you have bi-xenons. Basically there is a flap in the left light that is always covering half of the light until you put on your highbeams (by pushing the stalk). Then the flap lifts, and the full xenon illumination lights the road.
However, because xenons take a couple of seconds to reach full brightness, BMW still includes a halogen light (which is what you have circled in the pic). The halogen light only lights up for quick & emergency flashing, and lights up by pulling towards you on the signal stalk. So have, someone sit on the car, and alternate between pushing & pulling the highbeam stalk and you'll see what I mean. Or drive upto a wall and play with the stalk yourself, it should become pretty obvious then... |

By pulling back on the turn signal stalk briefly. To engage the highbeams so they stay on, push forward.
EDIT: Just went in my garage to play with it, and found out that flash to pass AND normal highbeam are BOTH in the main light. The light that titmummy circled is only a DRL as far as I can see.

DRLs are the rings + the bulb in the small light unit next to the main one.
Also noticed that with DRL on, the taillights are on. I guess they did that because they are LED and they knew it would never burn out??

I think the corona rings are always on for the X5. That's the way it seems to be for the E92. Someone correct me if I'm wrong. I thnk the inner light can be programmed to stay on as well, kinda like an extended DRL function.

DRL off- No lights whatsoever.
DRL on- corona rings + inner light
