Same flares..... ! They put them for over and above 19inch. It's only one set.

Think the flat 'regular' fender flares look really blend so I wanted to get the 20" wheels with the flares (couldn't stand the flat fender flares for the 18" wheels). Up in Canada, tires (or wheels) cannot protrude further out than the fender (or body) of the car, so the wider shaped flares are a must for legal reasons. The whole car looks better with it too with wider tires

The flares are not too terribly high, but I am not sure if I like the look as much as without them. The 19's would certainly not look as good in my opinion with the flares, kina like a 96-00 Eddie Bauer Explorer looked.
