So just for clarification, after signing a lease with BMW, can I join the BMW CCA and apply for the reward program rebate? How much is the reward, is it based on the lease or purchase amount?

You have to be a BMWCCA member for at least 365 days before you can get it. The rate structure is found on their web site and can be different for different models.
