do adaptive headlights turn left??

i recently noticed as i was parked behind another vehicle at night that when i turn the wheel extremely to the right the headlights follow (which it should) and when i center it, it comes back to the center position..

but... when i turn the wheel all the way over to my left... nothing happens... the headlights do not follow to the left...

both fog lights, on the other hand, turn on for each direction as i turn the steering wheel (which is normal)

is it because we drive on the right side of the road and having them shine to the right would cause extreme glare to oncoming vehicles???

is this true or do I have headlight issues???

When the vehicle is stopped, the adaptive headlights only turn right, to avoid dazzling oncoming drivers.

When the vehicle is in reverse, the adaptive function is disabled.

Yep, correct! Also, for some odd reason, the fog lights come on in reverse.
