valve stem cap stuck

have metal stem caps that an installer put on there a while ago. I got 3 of them off but this 1 is turning the whole stem, along with the TPMS. I've tried WD40... any other suggestions and/or tricks? I've got ABS caps that aren't metal to replace them... for this specific reason.

here's an image of the TPMS (middle)... does this thing break easily near the stem? The whole thing is the TPMS correct, not just the green part?

Can you cut it with a hacksaw blade and spread the cap open, just be careful not to damage the threads on the stem.

Gotta go look at mine, but can you put an open ended wrench on the valve stem to hold it while you then try and remove the cap? The other option would be touse a set of vice grips on it, but you'd have to be very careful about scratching, crushing and damaging the valve stem.
