Emerson11 is on a distinguished road
cargo area storage package question

My new 35d has the premium package/storage package, with the two recessed rails along the sides of the floor. Are there supposed to be a rails, straps, or something that attaches to these, or are those extras that I must order?

There should be four move-able tie downs included with the strips.
You buy what ever restraints you wish to use.

As previously mentioned comes w/the tie downs (can be seen in the picture).

You can also purchase, BMW X5 Fixing Bar for Trunk Area Rails, Option 493 required. (PN: 51 47 9 118 610)
