Water in the rear fog lamp

I've just notice some water and mist inside my rear fog lamp. Since it's time for an oil service, I took the car in and inform them about this problem. Guess what? The dealer replace a new rear fog lamp for me, but the problem does not stop there.

When I pick up my car at the dealer, there are more water and mist inside my rear fog lamp. Is it because of car wash at dealer before I pick it up? (Dealer free wash) If so, how could that be possible when it's a brand new tail fog lamp??

Has anyone here experience the same problem?
