Foglights turns on when raining

Driving in the rain , with the headlamps on auto position, I noticed that the foglights turn on automatically. The foglights button is off but the lights are on. I noticed when at the stop light i saw the reflection of my headlights from the back of the truck in front of me. I have the wiper turned on auto as well. Is this a feature or a bug ?

Definitely not a feature. Perhaps you mistook the reflection for your low beams? Foglamps do not turn on automatically unless as part of the cornering lights feature.

Also when in reverse, the fog lights comes on on my 35d. Backing out of my garage, I noticed from the mirror inside my garage that the lights were on and turned off after I pulled out of reverse.

Fog lights on in reverse is normal. Mine don't come on in the rain...

your wheel must've been turned one direction slightly or you were signaling while stopped or slowing... and only one fog light, for that side, was on. On auto, this is a feature (cornering lights as above). If both were on then something is wrong.
