I also have a small scratch on my left headlight and it bothers me too, I'm considering putting a light headlight tint to cover it up and protect the headlight in the future.
I think that you can only change the angel eye bulb, not the actual ring.

The headlights require baking in an oven to release the glue that holds the plastic lense to the enclosure - not for the faint of heart and you can't buy only the cover that I know of. In any case, clear plastic can be sanded and polished, so pretty much any scratch can be removed by sanding it out if deep enough and then re-polising the lense. There are kits to do it - takes a lot of elbow grease and if it is really deep will beyond the kits they sell and would need a professional, but virtually any scratch is fixable unless it is very deep, which would then be better to just replace.

As for the Angel Eyes, they are not really replacable, there is one company that will pull apart your headlight and put in LED rings with 200+ LED's in the rings - looks amazing, but is not OEM and very expensive - I haven't seen them do it on an X5, but I have seen a lot of 3's with it done and the headlights are very similar in design. Company name is OSSDesigns.
