How many h8 bulbs?

I purchased a set of GP thunder 8500k h8 bulbs for my e70. The inner angel rings look great, while the outer ring looks amber. How many h8 is needed? Is that normal for outer rings to look not as white and bright as inner rings?

yes this is a typical result of the GP Thunders - it is just the 2 bulbs. You can see it in my avatar up top. Try the LUX V3 leds instead but they are obviously more money.
