Yes! A competent body shop will perform excellent work. You don't need a new bumper. The bumper currently on your car will just be filled/repaired, sanded, prepped and repainted. It shouldn't cost you more than $300-400 for that.

If it were just those 2 surface scratches I would say it could be buffed and painted, etc. But there looks to be some bad damage on the bumper edge above the fog light and closer to the wheel. Plus the black trim wheel arch molding looks to be damaged.

I recently had the rear bumper on my X repainted from a small scuff (about the size of standard envelope) and it was a grand. There were no repairs to be done, so I would guess at least double that maybe more. 2 to 3k at least...

Sounds like a Canadian anal job to me. That's INSANE! A body shop trying to get away with a $1000 paint job (...let along $2-3k) for a BUMPER would be called on that shit immediately. The OP should not expect to pay anything more than $300-400 to repair that (...at the most $500, and that's being liberal)!!!!

Tell the dude you loaned your X5 to that they are on the hook to pay for the damage. Get it fixed right--your X5 deserves it.

Well it was the ass end but I digress...I took mine to two shops - both independants (one was the certified BMW shop). Their estimate was even higher as they wanted to replace the entire bumper assembly, my insurance company went with the other one. It'll be interesting to see what the OP comes up with.

Canada likely operates very differently than the US. I've had bumpers repaired by reputable shops with much more significant damage than what the OP has been subjected to, and $400-500 has been the average. I live in SoCal, so maybe the relative availability of competition on every corner skews the numbers, but you could search forums and find example after example of similar work being performed for $500 or less.
