What is this component? Missing screw - tracking a rattle noise

Hi all. I'm trying to track down a rattle coming from the front driver side of my 2011 X5 35i.

I found a metal panel that seems to not have a screw attached to it (see attached image). What is this component? Could this be the cause of the rattle? (rattle happens when over bumpy roads. Sounds like a plastic panel banging against a sidewall or something)

Hi all.

I'm suspecting this is a bracket for the Heat exch./transmission oil cooler line.

Would this cooler line be positioned there? If so; Would a missing bolt like that cause a rattle over bumpy roads?
