Help with 2003 NAV, dealer says it's normal

I could swear my navigation performed differently when I first purchased my 03 X5. My dealer says it's operating normally and the functionality I'm speaking of was not introduced until later years. I've taken it back twice and they say it is fine.

The problem is with the volume. Even though in the setup of the nav, I have selected the lowest possible volume when you get voice prompts while using NAV it is full volume. So if you're listening to the radio at a very low level, the nav comes up FULL UP. The dealer said this is normal and to adjust the voice prompt level, you must turn the volume down WHILE being prompted. Doing this does make the prompt level lower, but it also turns your radio way down and you can't hear it. Then the next prompt is full volume again.

Can someone with an 03 confirm if this is the proper operation. I can't believe this is working properly.
