As to the first part of the question the answer is yes.
If the road you are on has not been plotted into the system that's what it will say until you get back on a recognized road.

The funny part is that the road appears on the screen and it even has the street names but it still tells me I'm not on a digitized road.. really annoying after buying a $150 DVD.

You can go to the Navteq web site (NAVTEQ:) and place a request to have corrections made and/or new areas that are not currently digitized added. This is not a BMW limitation, it is a limitation of the disks supplied by Navteq
