Having done a bunch of trips to BA back in my chain gang days, the "sightseeing" there was at the top of my list...great city and people,too.
This is based upon pre-DeVal days and may be old info, though I suspect the female citizens in BA and environs, haven't changed.

Hmmm, I am in Santiago Chile this week, and a number of the crew in our meetings are from our BA office. I get over there pretty regularly.

BA was great before the crisis, it was pretty sad for a time while people lost all their savings, and was slow to recover, but is is definitely on the upswing again now. The spirit appears to be back.
