First off, it has to be declared by the president I believe a federal disaster area, I know that after our area here in Scripps Burned down, the governator came down and requested it, that has nothing to do with FEMA, then I think they need to assess the damage and distribute money, FEMA should be elimiated and replaced with an auditing team to disperse the money

Not really, I think they need to outsource it and not just make it another govenment chapter, I'd say scrap the whole team and just have a dollar amount tied to the disaster, area and income to automatically do it, but i'm not sure how that would be accomplished.

Outsourcing within and establishing another organization will cost you money. I don't understand your logic as to how that will fix the problem.. my thoughts, It's simple... fix FEMA and send all the liberal yahoos like you to Iraq so they will stop whining like lil bitches.

OK, lost in the shuffle of all of this is the original post - giving the President sole control of the National Guard. That is plain wrong.
