I feel dogs are just like kids, its ultimately the Owners(parents) fault if said dog does any harm, bottom line, responsibilty is what is needed. Regardless of how the dog (or child) acts it is the owners responsiblity to act accordingly to protect that dog from itself and other people, no matter what the dogs past or personality. .....responsibility is the problem here, nothing else

So, I read the article 3 times and never noticed anything about the pit bulls owner. Don't you think it is highly probable these dogs are strays? In which case they probably have a higher aggression rate than house dogs.
