Yeah, I would say scam as well. I didn't see it, but I heard that a family member video taped the balloon lifting off the ground. The whole thing sounds strange. If it was a hoax and they can prove it, someone is gonna be in trouble.

After watching this 'family' on Wife Swap, it was pretty obvious the parents are nut cases. BUT charging them with a felony, I dunno.
