Can I use Phillips instead of Lear DSP Amp?
 
The Lear DSP amp that came with my '01 X5 (with factory nav) has bit it.

There is only one listed on Ebay currently. However, there are several Phillips DSP amps with the same connectors as the Lear unit.

My question - will a Phillips amp work as a replacement for a Lear amp?

Yes, but I would not recommend it. Here is a post that explains the differences between the various DSP amp versions.
