How do you make a thread sticky?

Seems a lot of people are using the 2007-1 High, Europe DVD, UK Speed camera POI's thread, is there any chance that it could be made a sticky.

I know it's one of my threads and might be considered bad form for me to ask, so my apologises if it is.
