eBay would be the best place to start, you should be able to get the Mk4 for around the $500-$600 mark and the same again for the widescreen monitor.

First time i've heard that one... You can fit OEM BT to just about any bmw with or without satnav, (with any mk of nav computer).
It will run independantly of the navigation computer, all you "must" have is the radio (as this provides connection for the ULF's audio out to link to the cars audio system).

If you have the fixed phone kit then upgrading to BT should be straight forward, have a look here for OEM BT retro-fits, http://www.xoutpost.com/bluetooth.php

It's definatly do-able, have a look at the link and there are quite a few who have done the upgrade.
