This little lost puppy

I retrieved from the boneyard anyone ever seen this type before!
It's locked up from rust. Can I bring it back to life.

Any ideas? id love to get this back working again!

Yeah made by the same company.
Mine doesn't swivel but has 1/4 and the other side is 3/8.
Was able to get the two screws out after soaking both sides with WD40 Gel overnight.
This morning I sprayed the inner parts with the WD40 we'll see what happens over a days time.
It's the little things that count.

Cool….can’t get much leverage with it being so stubby, but would be very handy in confined spaces it looks.

I've added the lost puppy to the fold. it's been functionally recovered.
When will I use it...? Who knows ?
But the WD-40 done the job!
