Exclamation Toyota/Lexus with another seat belt related recall

I know Toyota/Lexus build reliable cars, but recently I have been dismayed about thier recalls re: safety belts. My friend's Toyota Sienna was recalled re: seat belts buckles not latching. They have 2 kids and use car seats all the time, etc.

Now Toyota/Lexus has another seat belt recall on their Lexus cars....

We have a few Lexus' and at first reading this stuff makes your heart flutter (in a bad way) for a second, but then it's okay because you remember the service Lexus gives you is second to none.

Question - is this a mandatory recall or voluntary?
