1. this could only work with a VOIP provider. The landline phone companies use out-of-band SS7 signaling to send caller-id and can't be spoofed.
2. only unscrupulous VIOP providers would allow this (yes, they can control this), and will quickly be shut down by the FCC.

On the news locally they demonstrated how it works using a cell phone and putting in someone elses information which showed up on the phone being called. Apparently Telemarketers are using it to call homeowners pretending to be someone they know. You return the call and get the telemarketer.

Nothing good can come from that. Great, bogus numbers show if you call 911, plus you can alter your voice. Police are going to love that one.
Let's not even talk about identity theft. I wake up in cold sweats after dreaming my pocketbook was stolen with all my stuff in it. The laws are so far behind the technology and creativity out there. Just imagine if those that come up with this stuff focused their efforts towards good instead of evil.
