Simple Music Editing Question

Is there a program I can download or buy through download that will allow me to save off the middle part of an MP3 song as a smaller MP3?

I want to pull off the chorus section in the middle of an MP3 song (about 15 seconds) and toss it onto my RAZOR phone as a ring tone. Normal song is about 4MB large; I want the middle 15 seconds and need it much smaller.

Know of any good apps to do this? Thanks!
